He contested Tonbridge and Malling in February 1974 during the general elections. He was the member for Blackburn from 1979 to 2010 and for Blackburn (revised boundary) since 6 May 2010 general elections.

During his Parliamentary career he was the opposition Spokesperson for: Treasury and Economic Affairs from 1980 to 1983, Environment 1983-87; Shadow: Education Secretary 1987-92, Environment Secretary 1992-94, Home Secretary 1994-97; Home Secretary 1997-2001; Foreign Secretary 2001-06; Leader of the House of Commons 2006-07; Ex-officio Member House of Commons Commission 2006-07; Lord Chancellor and Secretary of State for Justice 2007-10; Member Speaker's Committee on the Electoral Commission -2010; Shadow Lord Chancellor and Secretary of State for Justice 2010; Acting Shadow Deputy Prime Minister 2010.

He was a member of the Labour Party National Executive Committee from 1994to 1995. He chaired the Modernisation of the House of Commons from 2006 to 2007.

He was Councillor, Islington Borough Council 1971-78; ILEA: Member 1971-74, Deputy Leader 1973; Vice-President, Commonwealth Parliamentary Association (UK Branch) 2010.
